I mean is there any means that you can distinguish that a particular account number belongs to Bank of America or Citibank or even Bank of the Philippine Islands?

it's not the account number that tells you what bank it is from it is the ABA/transit number. ( that stands for american banking association in the US) the routing/transit number tells the banking comunity which bank the account number is from, it can even tell them what state or province it is from since each state and/or province usually uses a different routing number. when sending funds to other countires you would use what is called a SWIFT code. this uses the country code as well as a bank number. for instance 121000358 is the routing number for the state of california if you are usig bank of america

They only mean something to the bank that issues it, and there might not be any reasoning behind it at all. It might just be a sequential number. It's not like a phone number. It's just a number, most likely.

If there is meaning to it, it can differ from bank to bank.

These numbers are called bank routing numbers and are issued in the U.S. based on what Federal Reserve District the bank is located and what agency regulates that type of bank. i.e. savings, mutual, state or federal banks
