It makes little sense to set a curfew for teenagers -- at least a governmently enforced one. That would only encourage most teenagers to go out after the alloted time, merely because you've forbidden it. And while this is a little careless I completely understand their form of mentality. They just want to be free and have a hard time coping with so many adults bowing out to rules that limit their freedom for their safety and protection. (Which is not the top priority for most of em.)
Parents should speak it out with their teenagers. Instead of trying to force them to stay in after certain hours, you should encourage them too. If they still choose to go out that is fine as long as they understand what their choice means and are preared to deal with the risks/consequences attached to it.

Yes they should. Because of all the freaks and weirdos out there. It's not safe for teenagers or kids to be outside past sunset. Especially the girls.

Yes they should. They need to learn to be accountable, show up on time and get enough sleep before school in the morning.
Besides, when they run around all night they get into trouble.

most towns have these laws also
teens are not ready to be out all night
