How do you apply the rosin to the strings of a violin to get any sounds?

You don't apply it to the strings-- you rub it onto the bow. The rosin helps the bow "grip" the strings so it produces a smooth, rich sound.

Eventually rosin dust ends up on the strings from playing, but that's not what you're actually going for with the rosin! :)
