Appox 9 years ago my husband signed a right to use his image waiver for a company he worked for. We now own our own company in the same industry and discovered they are still using his image on their websites. Can they do that? Can we use it, too?

That depends upon what he transferred and how he transferred it.

If he granted one-time rights and they're using it as agreed, they can continue to do so. But you can use it too.

If he transferred all rights of ownership they have an unrestricted right to use it and you have none.
