In Hawaii they have Hawaiian scale where they measure from the back of the wave. What about on the west and east coasts of the mainland?

NO FANCY ANSWERS!!! If the surf is 2-4 feet, is that measuring from the front of the wave or the back of the wave?

Assuming you mean measuring wavelength, it doesn't matter, as long as you are measuring from the same point on each wave.
