should countries be given freedom in developing their own nuclear technologies?

I really don't blame other countries for wanting to make nuclear weapons, but I also know that the more countries that have nuclear weapons then the more likely they will be used. As a result, I also don't blame the U.N. for discouraging the development of nuclear weapons by the use sanctions. If Iran acted in it's best interest for its people, it would stop the development of nuclear weapons.
