My friend got accepted to UC Davis and UC Irvine but got rejected from UC San Diego. He has a strong 4.2 gpa swim team and so forth. But Im just curious is it possible or impossible to get accepted to UCLA after being rejected from UC San Diego? I mean 45% of students at UCSD are accepted compared to UCLA 27%. But both schools have different process for admission. So what do you think?

It really depends on what major he put down for both schools. If he picked a competitive one at SD but not at UCLA, he's got a shot. However, in general, if he didn't make it to SD, he likely won't get into UCLA.

That isn't true for UCLA and Berkeley for some strange reason. Maybe their admissions standards are closer together or something, but year after year, I meet too many people who got rejected by one and not the other. Not so with the other UCs.
