What is the proper salutation for a provincial minister in a letter?

Do you use 'Dear Mr. So-and-so', 'Dear Minister of (whatever), or 'To the Honourable 'So-and so'?

Mr is OK The Honorable is probably better. Most in this position really enjoy the title.
