its like a reverse side on when your go to Heaven, like its (heaven) supposed to be all bright and happy but since hes dying/dead he (main character)views it as sad, gloomy, but its still a parade, just kinda somber

Well, if you have listened to the album, it is built around someone called "the patient" and his young, unexpected death. And, the song, "The Black Parade" Gerard sings as if he is the patient, of course, and says:
"When I was,
A young boy,
My father took me into the city,
To see a marching band,
He said, 'Son when you grow up, will you be the savior of the broken, the beaten, and the damned?' "

So, my take on it was, gerard is saying the patient went as a boy to see a parade, so as the patient is dying. he is thinking of that parade, he is also thinking about death, being a black parade. Therefore, the title, The Black Parade. So, I guess that is just maybe what I think, or maybe that's what other people think too, whatever it is, it is definetly a good song ! Hey, do you like My Chemical Romance, or just that song ? I like both ! Good Luck on finding your answer !

"I like to believe that death comes for you however you want." Gerard, Steven's Untitled Rock Show

So the patient's fondest memories are of when his father took him into the city to see a marching band, hence the Black Parade.

However, I believe that the marching band didn't actually look all black and scary as seen in the video, and that it was just to aknowledge that the Parade is representing a different kind of feeling than the patient recalls in his childhood.

maybe it has something to do with what the character on the song experienced when he was a kid as his dad took him to a parade.. and those memories come back to him when he was dying.. but in the term of the black parade of course..

Welcome to the black parade is basically:"when death comes for you i believe it comes for you however you want"...being so... death came upon this boy who died in a young age and his most fond memory was basically going to see this parade and MCR plays the role of the band at the Black Parade

i personally dont think it has a set meaning, i think it's somthing that is supposed to be very...*thinks of word...* versatile, or abstract so people can view the meaning of it in their own way. i personally think the black parade is a metaphor for how depressing and crappy society is :) lol. that's just me tho. the death explanation works very well too.
