Windows didn't detect any problems with my internet connection, but was not able to connect over FTP?

Are you sure (if using a firewall) that the ports 20 and 21 are not being blocked by the firewall? Port 20 is used in passive mode for commands and 21 is for data information. If that is not the case gonna need more info on this.
