When is the best time to trim back knockout roses in Nebraska?

I have knockout roses that are getting rather big. When is the best time to trim them back in Nebraska? Fall or Spring?

you should have done them prior to winter, and then again at the end of summer, then you will get maximum flowering

We just look for them to start greening up. Just did them last weekend in wisconsin.
