It is possible (I'm doing it right now!), but you have to be near enough to a connection to do it. If someone else in your apartment building or in a nearby apartment or business (in my case, a library) has wireless Internet, you can use the signal.
To figure out how to get online, it's a little bit different for every computer, but the easiest thing to do is to open an Internet browser and follow the directions for connecting. There's usually a little set of bars in the lower right-hand side of your computer (somewhere near the time). Clicking on that will help you learn how to connect.
(Also, there are a lot of public places where you can get on the Internet for free. Most Starbucks, libraries, Whole Foods, etc. offer free access. You can Yahoo! search for lists.)

Wireless is possible but not free in some countries unless they are sponsored. Like in Singapre, the city is a giant hot spot where you can access the Internet anywhere with a laptop with using a cable. But in order to gain access to their wireless Internet you need to register and buy a Internet card or something else. But in your case, you want free Internt, Wireless should be free but taxes need to be paid. It is up to the person running the apartment to specifiy free wireless Internet and that such. That person dictates the settings and everything.

It easy, if someone in your neighborhood/neighbor has a wireless interent router, they are transmitting wirless interent for you to pick up, you just need the wireless card plugged into your computer, you can just "use" their service. Many times when I am on the road, I will park in a neighborhood and pick up free wireless internet using my laptap. I never pay for internet service.

The only way to receive free internet service wirelessly is to steal it from a neighbor or business in range of your apartment that is stupid enough not to secure thier wireless connection.

I think you are contemplating stealing WiFi from a neighbor. That could end up with you in jail, fined heavily, having your computer seized, or with an irate neighbor beating the crap out of you when he finds out. Still sound cheap?
