And what is the difference between Supdt. of Police and Deputy Commissioner of Police ? What are the powers of these designation ?

They r same.It's the 2 names of the same person.
Magistrate - maintain law and order
Collector - keep records

kajol is right about the magistrate and collector. regarding the police, Superintendents are general designation in the districts and Commissioner are the general designation in the cities

magistrate - law officer in judicial system
collector - administrative officer of the district
