Everybody will claim that their schools are the best but we have to first analyze alot of things.
Are you are foreigner ? If so, then better be sure that you arrange your study permit here. I am a Fiilpino American and every school year, I go to the registrar and go to the Department of Education and Culture, I just dont know where it is located now. You will have your papers stamped by the Foreign Students Section for your permit to study.
Be sure that you talk to the Immigration in Intramuros Manila with regards your status as a student here. A word of CAUTION, when you talk to them, they have different views. Different people have different suggestions. I go to the TOPMOST PEOPLE!
Definitely, the State University is the best but I think you arent allowed there because you are a foreigner.
In Manila, there are many schools. De La Salle University is in Taft Avenue and Ateneo is in Loyola Heights in Quezon City. These are expensive, exclusive schools. If you pass their exams then go ahead!
There are other universities, like Mapua Institute of Technology if you want to take up Engineering. It is located in Intramuros. Other schools there are Lyceum and Letran.
In Espana, Manila, the oldest university is the University of Santo Tomas! Many courses are offered here and I tell you it is one of the best since I am a product of this school. There is a College of Commerce, Education , Nutrition, Science ( BS Physical Therapy, Biology, Zoology, etc), Pharmacy ( Pharmacy, Biochemistry, Medical Technology and Botany). Medicine is also offered as well as Theological Course and Masterals! Law! The ambiance is low profile!
If you are taking a course with Board Examination be sure what the Requirements in your country is before enrolling here! You might be able to take the examination here if there is no problem with your citizenship. Different courses have different requirements with regards to the citizenship.

Number one among the state colleges is University of the Philippines in Diliman, Quezon Cty; with branches in Los Baños, Laguna; Naga City, Baguio city, in Mindanao, and one in the Visayas.

Other state universities are Polytechnic University of the Philippines and the Technological University of the Philippines.

We have foreign schools like the International School of Manila, there is a British School, there is a Brent School in Mamplasan, Laguna.

There are private schools like Ateneo de Manila and La Salle Univeristies that have branches in the provinces. And there are many more you can choose from.

The best schools in the Philippines are in Manila. The top two schools are Ateneo De Manila and De La Salle University. If you're from the US, then you might prefer De La Salle University because it is a La Sallian school and thus the credits you get there can be easily transferred to a La Sallian school in the US.

I went to the Univ. of the Philippines so I may be a little biased but it's generally thought of as the best university in the country. If you're not a citizen, the application process is a little different and you'll want to go to this site to check it out: http://www.upd.edu.ph

Next good schools are Ateneo de Manila: http://www.admu.edu.ph and De La Salle: http://www.dlsu.edu.ph

Unlike UP, those two are private schools so they're a bit more expensive.

UP, ateneo, la salle, UAP and UST are the top schools in the Philippines. Tuition fee is expensive. of course it will depend on what course you'd like to take becasue all schools have different specialties.
