I tip for outstanding service. I do not reward incompetence.

If its a significant amount of money I wait but if its only a few cents then I say keep the change. I don't like carrying around a lot of loose change.

I donate to the penny bin and sometimes I take from it too. When I'm in a hurry, I might let them put up to about 35 cents in the penny bin (usually by the cash registers for people to put a penny or two in or take a penny or two if needed.)

I've taken up to 20 cents out of that bin once but usually I donate to it. I think I pretty much break even.

In a hurry -- Keep the change
Need money -- I need the change *patiently waits for what's rightfully mine*

i tip at restaurants , i figure if i have already left a tip then why let them keep the change. anywhere else where i don't get service like a waiter or waitress, say like the grocery store or wal-mart i wait for the change. things are already so expensive , and you know they have already marked things up to make their money, so why not put your change away for a rainy day, Christmas gifts, or a nice holiday overseas.

I usually only let waiters/waitresses keep it because some establishments like the movie theater I worked at don't let the clerks accept tips from people.
