Is there a calculator I can download that would allow me to calculate the quartic regression of data from a table and/or graph?

You can do this in Microsoft Excel. To do so, you do something to this effect:
Enter the data into columns.
Select the data and insert a Scatterplot.
Click the Scatterplot and click Chart -> Add Trendline
Under the Type tab, select Polynomial with Order of 4
In the Options tab, you can tell it to display the equation and R-squared value.
