what is it called when you use a sentence like this "Give me that there paper" It's an "Engligh Offense"

Cause that there is stinking English. What does the word "there" add that wasn't expressed by "that"?

I don't know specifically what it's called, but it is repeatative. When you say "give me that" it is implyed that you are talking about something that you are pointing to or something that someone else has. Including the word "there" just repeats what you have already said.
