A student is often late for classes and once he arrives, draws attention to himself by her restlessness and constant activity. He frequently becomes invovles in arguments with teachers and other students and sometimes refuses to work

Is this student ADHD or ADD? How can i accomodate?

No one here can diagnose this, and neither should you, refer the student to the experts and once a diagnosis and IEP are formed you follow the recommendations to accomodate. If the student is a 504 student he or she has a plan that you need to follow as well. Remember the accomodations do not dilute the actual expectations of the class, just the delivery.

If you are a teaceher or a school personnel, you need to refer the student for a Child Study meeting and perhap evaluations.
Before you can accommend a problem, you need to identify its source.
