How to stream live tv on the LAN & WAN without tv tuner card?

I don't wanna buy a tv tuner card, so how can i stream live tv to my private network & over the Internet? I wanna do it extremely free. I don't wanna use any way that needs charges. Can i use ip to do this?

Not Possible without purchasing a network enabled media center device. ..
