People are so funny about Phoenix, they love it, they hate it, they give opinions when they know nothing about it!!!
Here is my 2 cents... I brought my family to Phoenix 20 years ago. My children were little and so I was able to find a job and really hunted around to find the right schools and then we bought our home in that area. We lived in the same area while our kids went to school and graduated...then we moved to a smaller home and enjoy our kids and grandkids---none who have moved away from Phoenix.
Yes the whether is HOT, but boy are the winters great, I haven't shoveled a flake of snow in 20 years and that is worth every day of 110 ... and believe me there just aren't that many of those. We all have swimming pools in our back yard or in our communities, the malls are all well air conditioned and don't buy a car without a/c and you will be just fine here, no matter what part of the valley you should decide on there are wonderful, beautiful reasonably priced homes...there are pricey areas...but you don't have to look there.
I do think that you should visit first, if you don't have family or friends here it can be difficult to make friends...the best way is to join something. A church, a gym, play sports...do something where you can get out and meet people because your neighbors are inside their house...not out there mowing the gravel!

It really depends on what you do for a living as to if there is a good selection of jobs there for you. There are a ton of jobs in the technical, health and construction industries that pay well and it is a fast growing community so the demand will remain high for quite some time.
I lived there for about 5 years and worked in the computer industry. I found a job within a month of moving out there and held that same job until I left. I loved it there, but be sure to look carefully into neighborhoods before you make a decision where to go. I would recommend Scottsdale, Cave Creek area or Chandler as some great places to live.
It is not a bad place to raise children but do remember it is a border state and the crime is a bit high there due to this. That goes for any border state however. All in all, it is a great place, culturally rich and warm! Although I do not live there any longer, I have nothing but great memories of my time there.

I used to live there, now I live in Detroit, but if i can find a chump to buy my house, i will move back.
Unless you live in LA, anyplace you live has some bad weather....
You can pick detroit with 6 months of unbareable cold.....
OR Phoenix with 3 months of extreme heat.
I would take the extreme heat, because you can jump in the pool or bbq at 10pm at night.
I think any place you watch over your children like a hawk, is a good place to raise them.
The US census bureau states that the population of AZ will grow by 109% between 2000 and 2030, or over 5 million people....dont be alarmed by this!!!! population growth is what makes your house move valuable..i expect a dip in home values in the next couple of years, so the time is right to move

Lived here my whole 24 years, went to school on Scottsdale and grew up in a good neighborhood, yes there are tons of jobs and it is a good city to have your children grow up in. Pick the right area though, you will know what is a good area when you see it, Fountain Hills, Anthem, Scottsdale by Scottsdale I mean north Scottsdale dont move to the South...Paradise Valley thats the best city! Dont move to South Phoenix, downtown phx, glendale, peoria, mesa, tempe, gilbert it smells there! But northern phoenix is all good! You will love it!

There are plenty of good jobs so long as your qualified...
Scottsdale/Paradise Valley - Very nice areas, low crime, great schools, extremely expensive
North Central Phoenix - great schools (Madison school district), fairly low crime, very nice area
Tempe - Nice area, crime can be a problem in some parts, mostly college crowd
Gilbert/Chandler - nice part of town, low crime, good schools, still affordable
Ahwatukee - good schools, low crime, very nice area, on the expensive side
Stay away from south and west phoenix and you should be ok

It is uncomfortably hot in the summer and the summer is long (Phoenix has already had a 99 degree day this month). Air quality is bad and traffic is horrible.
Phx is very much like a small Los Angeles.
For jobs, look at AZ web site and look for employment.
