Really loaded question. First of all, it depends on what you like. If you are attuned to a particular sound, you are going to prefer one band over another one, no matter how anybody else feels about it. The band you grew up with is also going to have a special place in your heart. The band that turned you on to a particular style of music is always going to be the benchmark by which you measure all other bands. Two of the bands you mentioned have also gone through several incarnations. Van Halen has had the David Lee Roth years, The Sammy Hagar lineup, the third lead vocalist (who I can't really remember) and the current lineup where the son is playing bass when and if Eddie gets out of rehab. Bon Jovi started out as a power rock band but now they are actually on the Country Charts. Only one band has more or less stayed true to it's calling, (Keep It Simple Stupid) and stayed pretty consistent as far as it's sound goes (minus a few aberrations like Beth - Don't get me wrong, I love Beth but it is definitely a departure from the usual sound)
As far as technical virtuosity and versatility, Eddie Van Halen as an individual stays pretty much at the top of this heap, but the group's output has been uneven compared to the consistent output (and lineup) of KISS. Bon Jovi is all over the place on that score so I won't go any farther there. After all of that, it still comes down to your own personal judgment call and you didn't even factor in Led Zeppelin, Aerosmith, Thin Lizzy (one of my old favorites) or Lynnard Skynnard (a guilty pleasure, but a pleasure nonetheless)
Personally, with several caveats thrown in, I would go with the original lineup of Van Halen, but I wouldn't fault anyone for going in any direction for their own reasons.

Wow. Tuff question. Mainly cause, as I grew up in the 80's, I can relate to Van Halen (both of them, hehehe), more than Kiss.
Now excuse me if I let BJ, ahem, Bon Jovi aside, cause I really hate what that band did, with a couple of exceptions.
Kiss is the best show on earth, or at least, thats what I could see... There are legendary Kiss concerts where VH is more of a listening thing, at least to me.
I really don't know, I like both bands... Bon Jovi, well, I like "Dead or Alive", "Bad Medicine" and "Living on a Prayer". The rest, mercifully, is silence...to coin a phrase...
