In text, first cite the author, in this case the "US department of whatever" and don't worry about the page.

In your works cited page, put the name of the site(in italics), date of posting, name of institution/organization affiliated with the site (sometimes found in copyright statements), date you accessed the site, and electronic address (in carats.) Each piece of info should be a capitalized sentence with a period at the end.

Wanna know the best way to cite it without having to memorizing how to cite it? Go to this website, it always works for me:
citationmachine.net
Here, you can choose whatever format you want and if it is an internet article, it does the citing for, you can just copy and paste it.

So, you would site your source this way:

"Alternative Fuels." U.S Department of Energy. 13 October 2004. 28 Mar 2007 .

Indent five spaces for every line after the first one and double-space the entire thing.

Here's the format:
Author, A(if known). "Name of Article." (underlined)Name of Website. Date Accessed.*
EXAMPLE:
Anissimov, Micheal. “How do Batteries Work?” Wisegeek. 13 Jan. 2007 .
*you write the date with the day number first, then the month, then the year.

i believe that for MLA format you arent allowed to do the citation in the middle.. MLA is just the way to do it for the work cited at the END of the bibliography.. or just footnote
