Well, what happend to the Kenshin series, is what unfortunatly happens to many series. Loss of interest and then the show being dropped from the tv company. This unfortunatly happened due to the long filler saga that they had to create since it had caught up to the manga. Unfortunatly, viewers got uninterested in the filler saga, viewership/ratings dropped, and the show was cancelled. And, as we know, it was cancelled before they could get to the Junchuu/Enishi arc [which is considered one of the better sagas, along with the Kyoto arc].

Lucky, there was enough interest in Kenshin after it arrived state side that they decided to create the final OVA, which, sadly, didn't live up to the Jinchuu arc and was a mixed of version of recap and new arc material as well as an ending.

OVAs and movies tend to be company created, similar to fillers, and that's probably why it turned up the way it did. Watsuki-san himself [creator of Kenshin] said himself he liked happy endings, and the OVA didn't go that way.

most likely at that time when the anime finished, the manga was still continuing. And the studio decided not to add filter arcs and so stopped the show.
