i need it for my science project. please explain your answer

If the cold water is unsalted water, the saltwater balloon will sink (unless it is very warm; but eventually it will cool until its temperature matches that of the water around).
The reason is that the salt is making the salt water heavier and denser than fresh water (adding salt adds to the mass, but not to the volume of water).

yes provided both the balloon and the water it is placed into are equally the same temperature. the balloon would not exert any significant pressure by its elasticity to have any real effects on the weight of the water inside, tho it does. The salt however will increase the weight. Something els you must consider, is the effects the salt will have on any chemicals present in the water.
