You ALWAYS put the cover letter on top so that when its unfolded from the envelope, the reader sees that first.
Make sure its error free and well written or you may as well not have bothered. Remember to also include in your cover letter your positive upbeat interest in the business you are applying for and ensure you know something about what they do so that you can field any questions which come out of your submission. Good Luck and don't give up!

I usually put the cover letteron top. I was under the assumption the cover letter was your inital introduction with the resume given more details about your experience.

Whatever article it was, it's wrong. Cover letter is a hi and how are you introduction to the resume. It says I am a nice and friendly person and won't you just feel awful if you don't hire me. Because I'm fabulous, and here's my resume to prove it.

Cover letter first. The cover letter is what convinces them to look at your resume, and to include info about yourself that isnt always on your resume.
Also dont send refrences unless they ask for them.
