wouldn't that depend on the benefits and if the employee wanted/needed the benefits?

as an example, if i worked at a donut shop and as a benefit I could eat all the donuts i wanted while at work but was a diabetic,,

In some cases yes and in some cases no. I think today in order to keep a good employee you have to have their respect, give them automatic raises every year without them having to beg. You have to treat them with courtesy and respect and address their concerns, keep them happy. Give them time off if they request it, be flexible on the hours of work, when they start and leave. Promote within your pool of workers by posting the position on the board so anybody can put their name down to apply for the position. Been a fair judge and not going strictly by rumour, search for the truth in matters or actions concerning the company. You treat them right and they will treat you right, its a two way street and remember what comes around, goes around.
