I know this will sound hard, but just don't do it. Or get really shaggy bangs. But think about it, you get deprived of all that stuff just because you wanted a eye-brow ring. Also consider this, will you really want this piercing in a year or so, and will it really enhance your beauty? But it's up to you.

How old are you? You can't even get a piercing without a parent's consent until you are at least 16 (in most states). Also, why do you want it pierced? Have you discussed this with your mom? Maybe she can help convince him.
No, there's no way to hide a piercing unless you have thick enough bangs that you can wear to cover it up, and he won't suspect anything.
You should check on how long it takes an eyebrow piercing to heal, too. If your dad is willing to discuss it with you, do some research and then ask him if he'll hear you out. Here are some things you should tell him.
1. It's safe...only takes (days/weeks?) to heal.
2. I will only wear a simple ring in it (choose)
3. It costs $? to get.
4. I am only ___yrs old now, and that's a good time for me to get this because when I'm older I'll want to remove it, cause I can't really imagine myself wearing a e/b ring when I'm (30/40?).
5. I talked to mom and she said its ok with her. (?)
6. I promise to not ask for ___(?)____ until I'm 20 (or whatever).
Remember that eyebrow piercings do not close up, so they will last forever. (Can you imagine your grandma with one?)
In the meantime, good luck, obey your dad and focus on something else...

I had my eyebrow pierced for about four months but then it started to hurt and itch and get all red. Finally i took it out and the girl who pierced it said that sometimes your body will 'reject' the ring and push it out of the skin. Ive done research and it is a common problem. I have a pretty bad scar and can never get it done again. If i had known this would happen, i would have never done it. Plus, the upkeep of cleaning it for five min everyday is such a pain! I would opt against it. Go for a tattoo or something cooler.

Hmmm you really can't hide an eyebrow piercing unless you put a paper bag over your head. Piercings you can hide are tongue, bellybutton, etc. My mom was SOO against piercings but I convinced her to let me get my lip and nose pierced. I ended up taking my lip piercing out because it annoyed me. Try telling him you're depressed lol and it's the one thing that would make you happy.
If not, go get it done. Then afterwards tell him you're very sorry, but you wanted this more than anything. Telling him moving to your mom's would only make things worse.
If your parents are anything like mine...he's just saying that as a tactic to get you to not get it, but he wouldn't really do that in the end. My mom told me she'd kick me out of the house if I got my lip pierced. So go figure.
