Yes, referees can get fined or disciplined for their actions. BUT, this will not get done for judgement calls. The calling of(or not calling) a penalty generally is considered a judgement call. Where referee's will get fined (or suspended) is for mis-applying the rules (like giving the wrong penalty times or assessing the penatly to the wrong player).
To the poster before that thought the league needs to have yearly training camps, ALL hockey referees (whether pro or amature) need to be re-certified every year by attending seminars/camps.
To anyone that suggests that the referees are out there to make the game about themselves, I strongly suggest you contact your local league, see about becoming a referee yourself, and make the sport that much better.

I am glad someone asked this question! and to the posters above me thanks for the info. IMO, I think that not only should they get report cards but should be mandated to attend a yearly training camp. obviously the report cards do not work at all. Bettman has been saying since for the last few seasons (including pre lock out) that the officiating would be improved the following seasons.
I for one feel he has lied to everyone. Its not just the Canes-Flyers game, but also every game showed (esp. on the east coast). The referees have decided that suddenly neither team is good enough to decide who the winner should be based on both their skills. I'm sorry but they wear striped jerseys and do not have hockey sticks. simply put you are not a player so other than enforcing the rules your personal opinion does not matter.
The refs need to realize that while their job is important and hard, that they are not opponents of either team. they are paid to be unbiased and fair, but the penalties have been questionable all season long. Admittedly there are certain rules that need to be tweaked, but the main issue is everyone needs to FAIRLY enforce the rules that exist. Its a game that revolves around the players not some coiffed pretty boy-***-referee(FRASER).
So to put it this way I think that they should get a huge dose of reality and if they can not clean up their acts and call the game the way it was meant to be called they should be banned from the NHL for life. Look all the injuries that could have been avoided. look at all the dangerous calls that go ignored every game. Players are being injured left and right with no justification. and all because some moron in a striped jersey all of a sudden thinks he is a god (as well as a kiss up to Bettman) so has some narcissistic ego to inflate while earning the ire of fans, coaches, and most of all the players.

Hearts' discipline has been a controversy for some seasons now Linzi, and a competent factor. they have been fined some circumstances via fact of it. relatively nevertheless, there is little which could be executed as properly that.

They definitely get report cards which determines how heavy their workload and if they are working big play-off games so yes, this is a sort of fine or discipline in a sense.

Bettman specifically spanks the ugliest ones. Then he brings them to Canada for a beer.
