What do people mean, when they say someone is acting or being "anal."?

Technically, they are referring to Freud's levels of development where someone is fixed in an 'anal' stage and concentrates on the regulation of bathroom functions.

In slang it simply means that someone is being excessively strict, inflexible, or humorless.
