That's my guess too. Actually, it's not a guess. That's it. No doubt about it.

Changes in the brain are able to occur if 1) a caretaker is able to provide a child with a secure attachment and soothing of fears and then 2) adaptive behaviors can be learned.

Emotional dysregulation results from a child never feeling that it is protected. Without a soothing parent, the baby's brain doesn't receive input that tells it to calm down when the child is afraid. That lack of input inhibits the change in the brain, and without that change, learning how to regulate on one's own later becomes very difficult, if not impossible.
