advantages: you don't have to spend money or a lot of time on advertising the position. the people you get to fill the position will already be familiar with the corporate culture, how the business operates etc. you obviously know their work ethic and quality of work since they are being hired within the company.
disadvantages: you are not bringing in fresh blood so not bringing in new ideas or new energy into the company. someone from the outside might be able to see problems with how the company works that only a person who hasn't been working in it can see. bringing in a new person can motivate others by having this different person there to work with/brainstorm with etc. the person from the outside isn't jaded by office politics of the company.

advantages: hiring from within, the person you hire already is familar with the company, products, and way of doing business. Knows some of the ins and outs, can maybe improve your business with ideas from coming up from a lower level.
disadvantages: The person you choose may have issues with a person that was above them before, and now maybe on equal footing or the hiree might be above them, so can "grind an ax" ....they might treat former co-workers as "beneath" them now that they have moved up the ladder.....unfortuanatly i have seen both of these situations
hiring outside the company, you can get fresh perspective on your business, this person will not know anyone, so will have no issues there....BUT, the people already employed might not like it, as this new person will need guidence to get aclaimated to the company and the underlings are usually the ones to be put "training" the new boss...that always causes hard feelings..."this person is making more than i do, but i'm training him"
so, close your eyes and throw the dart, it's about even
