He is far to idealistic and cannot accomplish everything he would like within Toronto's meager budget. Toronto is by far the most populous city and Canada and thus faces a set of issues that no other Canadian city faces with regards to public transit, waste management, general maintenance as well as clean air/water and street initiatives.
David Miller is seeking funds from every place he can think of to help improve Toronto, both for the people living there, and as well to maintain its status as a tourist destination.

Miller entered the mayor's office with high expectations. His election campaign was based on two key issues, stopping the bridge to the Island airport and cleaning up city hall. His first promise was quickly met, while the second is more complex and has only partially been fulfilled.
