are the DTT and TTT T4 CFL lamps interchangable? Which one has a better quality of light output? Which is more expensive?

I'm not sure, because the H272ICAT cans that CooperLighting is donating to our project does not have a spec category for whether to use DTT or TTT. The data sheet just says "socket type G24q/GX24q for one DTT lamp or one TTT lamp. Does that mean it's interchangable?
But then again, another fixture says GX24q for TTT and does not mention G24q for the DTT. So I'm confused.

Only if the contacts are the same. The TTT T4 CFL lamp puts out more lumens and is more expensive.

Doubtful because the sockets are more than likely going to be different. CF (compact fluorescent) fixtures have a plethora of socket styles and sizes to prevent retrofitting and modification. If you want more light then you'll probably be better off changing the fixture.

As far as light output goes, a lot will depend on the light fixture's shape and if it has a reflector etc. There are a lot of choices in the energy saver bulbs that retro-fit into incandescent fixtures, if possible you might look into this option also.

Update:
Since you say they're can lights then take one to a 'real' hardware store or if available in your area a store called 'Lamps Plus'. Find a knowledgeable associate and try out both (if available) light bulbs.
