Your best bet for cosplay costumes is probably going to be ebay. You can often find many costumes, made in other countries other then Japan, and don't cost as expensive as official ones or having them hand made.

Also, you could try your local or anime convention you would travel to. Some sell cosplay costumes there as well in the dealers room and they aren't too expensive and are in pretty good detail. I know I got my Rukia school girl outfit from Anime Expo and it was under $100.
