The message "hkcmd encounters a problem" appears when I start my computer?

Could be spyware or could be the Intel keyboard shortcut application.
First run a spyware scan. I suggest probably Spybot Search & Destroy for this one ( http://www.safer-networking.org/en/mirrors/index.html )

If that doesn't solve it, try clicking Start> Run> type regedit and check the HKLM/Software/microsoft/Windows/CurrentVersion/Run registry entry to see if it's in there. If it is, remove it (right click > Delete entry). BE CAREFUL in there though, one wrong click and your registry and OS is screwed.
