No, the predominant carriers give you all the equipment that you need. All you need is for the broadband connection equipment (cable/dsl modem) to be turned-on.

You dont have to be on a computer but you will need to be connected to internet. The device that you get from VOIP service providers will connect directly and configures itself to the internet with out a computer.... and you will use your phone to connect to the VOIP device...
