Depends on what you mean. if you mean computer networking, that was developed by the US military and NASA. ARAPANET, as it was called.

However, Al Gore led the white house committee to explore possible future options, and he was a major influence in getting it released to commercial groups and the public. In effect, he did invent the Internet.

Al Gore did in effect claim to have invented the Internet in the first presidential debate.

The internet was originally ARAPANET, which stands for Advanced Research Projects Agency Network. The purpose was to ensure military communications would continue in the event of a nuclear war. The focus then shifted to academic purposes, and eventually it grew into the Internet we know today.

And contrary to popular belief, Al Gore never claimed to have invented the Internet.
