why are some accounts deleted and from who?

Ah, you have so much to learn. lol.

They deleted for allegedly violationg "Terms of Service" by people who report them. Rarely fair.

*shrugs* I don't know, problably pissed off people are reporting other people, for no reason whatsoever....

who cares.. I came to ask or answer and not worry about who violates the guidelines.

I think it's because of the reporters.
