Can someone pls tell me why some sites and some areas of the internet are said to be available for only US, UK

I'm taking an educated guess because the only websites I've encountered like that are providing a product or service. Sometimes a product or service is restricted by a government. Or a service might not be available in a specific country. Or a product must meet certain safety or other standards and can only be shipped to specific countries.
