I have a 91 civic that turns over but won't start. the ecu is giving me error code 15 (ignition output signal) I've replaced the igniter and main relay, the coil tested good, and ignition seems good. still no spark. what else could I check or replace?

I cannot say for sure, but a very common failure that seems to fit the symptoms you are describing is the ignition switch. I would recommend some electrical testing to verify this and you can find one of the best shops in the nation at ASE.com. Look for a Blue Seal shop, a certification given to only 3-4% of facilities in the nation.

Replaced the igniter (DNE)? What's do you mean? Do you mean the ignition module?

Your crank angle sensor could be bad, or if you have solid state points that could be bad. Also, distributor cap could be bad, ignition wires bad, etc.
