Usually it means that (assuming you're talking about streamed video or audio) the computer is downloading data in advance of what it's playing, so that if there is a pause in the transmission (due to a slow internet connection or whatever) that the video/audio won't skip or have any gaps - as it will have enough in its buffer to last until the data starts flowing again. Hope that makes sense.
