windows wont start on my laptop, it says the file is missing and i am supose to re install it , how?is a dell?

oh i had that if u have a boot disk 2 reboot your computer use it it must be a virus the only thing is that u will lose all your data but if u want to keep all your data you are going to have to go to an electronic store and pay them to kill the virus at the root.
