You can find an English dictionary in any English library (and probably in quite a few foreign ones, too).
You can buy an English dictionary in any good bookshop in the UK or in shops abroad that sell English books.

If you want to get hold of the definitive English dictionary, then it should be "The Oxford English Dictionary" which is available in most libraries, and, at a not inconsiderable cost (but it does run to several volumes) at most good book shops (though you might have to order it).
