Take the Grand/Garnet exit off of the 5 south. Hang a right on Garnet/Balboa. When you come to the Y intersection keep left (you'll be on Balboa which will merge onto Grand). Take Grand almost to beach and hang a left on Mission. Go Mission for a ways till you see the roller coaster. its' over there.

Where in North County would be the question? The NCTD breeze bus & rail system connects those areas in general. They have a route 101 from North county to La Jolla where you would change to MTS route 30 or 34 from there to reach Mission Beach. Also, the Coaster train from north county to Old town SD with a connection to MTS route 8 or 9 from there to Mission Beach would work as well.
