The bands are way too different to say which is better. TOOL has a rougher side with more enigmatic lyrics. A Perfect Circle is more mellow with moodier lyrics. To say which I prefer, it all depends on my mood.

That's a tough one because both bands are completely different. I'd have to say Tool though mainly because they've release more albums.
