If it is from cingular, just once. However, if it is through an independent company, like off of a website, there may very well be a monthly charge. be careful and read any fine print on those websites.

If it's from your carrier, it's most likely that you will only be charged once for the ring tone. But if you get it from a third party, you might get signed into a program where you can download x number of ring tones a month, but you also get charged monthly, whether or not you download any ring tones, wallpapers, etc. for that month.
