I'm thinking that the license plate of Andy's Mom's car in "Toy Story" is A-113. Isn't that also the license plate number of Mater in "Cars?" And if so, what is the significance or connection?

Yes, according to IMDB.

"The number on the train that Lightning out runs is A113, a reference to California Institute of the Arts, where many Pixar animators studied."

"Mater's license plate reads "A113", yet another reference to the animation room at California Institute of the Arts, where many Pixar animators studied. Also, the lights on the train that almost hit Lightning say "A113" (See trivia for Toy Story (1995))"

Toy Story: "The license plate on Andy's mother's car reads "A 111" on the front and "A 113" on the rear. A111 and A113 are two rooms used by the animation department at CalArts - alma mater of a large number of Pixarians, including John Lasseter."

There are also other references to Toy Story in the film Cars. They were both written and directed by the same guy, John Lasseter.

Well Pixar did both film so may be the number is a calling card.
