Arlington National Cemetery was not held in high respect at the end of the Civil War. Basically the land was taken and used for a cemetery to spite the owner, General Robert E. Lee and it wasn't until the 20th century that the US government finally came to terms with the Lee family heirs and paid for the property. Presidents were buried at their homes, estates or in places they chose in Grant's day just as they are today. Lincoln is buried in Illinois, Truman in Missouri, Ford most recently in Michigan.
