It is both. I'm sure you know the song, so here's the recipe for the drink. It's quite good.
Brass Monkey
1 oz. Vodka
1/2 oz. Light Rum
1/2 oz. Galliano
4 oz. Orange Juice
Combine the vodka, rum and orange juice into an old fashioned glass filled with ice and stir well. Pour the galliano over the back of a teaspoon into the old fashioned glass so that the galliano floats on top.

Scale ingredients to servings
1/2 oz rum
1/2 oz vodka
4 oz orange juice
Toss the rum and vodka together and stir gently. Pour in the orange juice, and shake well. Pour over ice in a highball or tall glass.
