Guy’s I’m having problem with the dhcp server. The server is Windows 2000 server based. It’s not leasing out IP address for some reason and when it does it conflicts with another user on the server. I have 46 clients here and it’s causing me headaches going around and putting static IP address, your help will be deeply appreciated.

If your clients are not using static IP's, but still conflicting, you might want to see if there is another device on the network handing out IP's. A lot of products support acting as a DHCP server (Like a Firebox X700), and may be causing your conflict.

It could be something as mundane as a wi-fi router being configured as an access point without turning off its DHCP server...

Also, check for some user running Internet Connection Sharing. Their machine could then act as a DHCP server. A symptom of this is some clients would have the wrong default gateway.

Maybe that end users are asigning their own ips staticly causing conflict. I would look Static IPs getting in the mix.

Do you have a router plugged in somewhere? If so, check the configuration on the router and see if its configured as a dhcp server. If so, disable this feature.
